Fiscal Year 2013-14 Budget Planning

Fiscal Year 2012-13 Budget Planning
The fiscal year 2012‐13 budget planning season begins September 6, 2011. To assist budget planners with the budgeting process, the Executive Vice President’s office and the Office of Budgets and Operational Reporting are providing budget planning instructions, budget planning system user documentation, a budget calendar, and the new initiative form, all of which can be found here. The IRS announced that effective January 1, 2017 the standard mileage rate will decrease to 53.5 cents per mile for all business miles driven. This rate for business miles driven is a decrease of half a cent per mile from the 2016 calendar year rate of 54 cents per mile.

The rate for moving purposes is 17 cents per mile driven in 2017.

The IRS announced that effective January 1, 2016 the standard mileage rate will decrease to 54 cents per mile for all business miles driven. This rate for business miles driven is a decrease of 3.5 cents per mile from the 2015 calendar year rate of 57.5 cents per mile. The rate for moving purposes is 19 cents per mile driven in 2016.

The IRS announced that effective January 1, 2015 the standard mileage rate will increase to $.575 cents a mile for all business miles driven. This rate for business miles driven is an increase of one-and-a-half cent from the 2014 calendar year rate of $.56 cents a mile.

The IRS announced that effective January 1, 2014 the standard mileage rate will decrease to $.56 cents a mile for all business miles driven.
This rate for business miles driven is a decrease of one-half cent from the 2013 calendar year rate of $.565 cents a mile.

The IRS announced that effective January 1, 2013 the standard mileage rate will increase to $.565 cents a mile for all business miles driven.
This rate for business miles driven is an increase of 1 cent from the 2012 calendar year rate of $.555 cents a mile.

The IRS announced that effective January 1, 2012 the standard mileage rate will remain at $ .555 cents a mile for all business miles driven.
This rate for business miles driven is unchanged from the mid-year adjustment that became effective on July 1, 2011 and ended on December 31, 2011.

Effective July 1, 2011 the IRS raised the mileage rate to $ .555 cents a mile for all business miles driven from July 1, 2011, through Dec. 31, 2011.
This is an increase of 4.5 cents. DePaul business miles driven from January 1, 2011 thru June 30, 2011 will be reimbursed at $ .51.

University Upgrades to PeopleSoft Financials v9.1
PeopleSoft Financials, including eProcurement and Accounts Payable, will be ugraded from version 8.8 to 9.1.  The upgrade will occur in mid-May with an anticipated “go-live” date of Monday, May 16th.  For additional information regarding the upgrade, as well as available training classes and materials, please click here.

Mark Hawkins appointed Controller (August 2009)
Mark was recommended for appointment by Bonnie Frankel, vice president for Finance, after an extensive search process. A search committee, which included representatives from faculty, staff and the Office of Institutional Diversity and Equity, solicited internal and external candidates and recommended two finalists. Jeff Bethke appointed Treasurer (August 2009)
Jeff has been serving as acting treasurer since March 2008. A five-member search committee, which included representatives from faculty, staff and the Office of Institutional Diversity and Equity, unanimously recommended him for the position of treasurer after conducting a search process that solicited and interviewed internal and external candidates. Updated purchasing policies take effect July 1, 2009 (June 2009)
Procurement Services recently completed a comprehensive review of all university purchasing policies, and made numerous revisions around three goals:

(1) ensure purchasing processes are as efficient as possible for budget managers;
(2) promote sound use of financial resources; and
(3) develop appropriate compliance protections.

The primary changes are related to the enforcement of bidding procedures and ending the practice of 'after-the-fact' requistitions. However, most policies were rewritten to ensure they were consistent with each other and other university policies and procedures.

Updated Mobius Financial Activity Reports for Grants and Capital Projects (May 2009)

SRAC recommends FY2010 budget (February 2009)
A $507.5 million budget for the 2009-10 fiscal year—more than $37 million higher than the current year—has been recommended unanimously to the Rev. Dennis H. Holtschneider, C.M., president, by the nine voting members of the Strategic Resource Allocation Committee (SRAC).  Fr. Holtschneider will weigh the budget proposal before presenting it to the Finance Committee of the Board of Trustees later this month. Bonnie Frankel appointed Vice President for Finance (January 2009)
After eight years of providing financial advice to DePaul, Bonnie Frankel was named the vice president for finance. Frankel, who has been controller since joining the university in 2000, will continue her controller responsibilities until a successor is named. Frankel had been serving as acting vice president for finance since October 2007.  [Read full article]

2009 Mileage Reimbursement Change (January 2009)
Beginning January 1, 2009 the standard mileage rate for the use of a vehicle will be 55 cents per mile.  In addition, only vehicles owned by DePaul should have fuel charges reimbursed.  Personal vehicle fuel expenses are covered in the reimbursement rate. 

Jeff Bethke appointed Interim Treasurer (March 2008)
Jeffrey Bethke, a six-year DePaul employee who most recently served as associate treasurer, was appointed interim treasurer on March 19, 2008. He is responsible for coordinating DePaul’s relationships with external financial organizations while overseeing cash and investment management, debt issuance and compliance and asset-liability management. Mileage reimbursement increased to 58.5¢ per mile starting July 1, 2008
The Internal Revenue Service has issued the 2008 optional standard mileage rates used to calculate the deductible costs of operating an automobile for business, charitable, medical or moving purposes.

Beginning July 1, 2008, the standard mileage rates for the use of a car (including vans, pickups or panel trucks) will be:

The new rate for business miles compares to a rate of 48.5 cents per mile for 2007.

Budget Manager Security/Delegation of Activities
DePaul has been utilizing PeopleSoft security to allow Budget Managers to delegate system access for Requisitioning and Invoice Approval since 2004. In 2006, this security model was expanded to facilitate access to the University's Web Based Budget Planning System.

With the retirement of the Web Authorization System (WAS), access to departmental reports available through Mobius and Budget Manager assignment are now also managed within the PeopleSoft SAHR system.

New Employee Reimbursement Option (ACH Flyer)
To better accommodate employees with business related expenses, the Accounts Payable Department has added an additional payment option known as Automated Clearing House (ACH), Direct Deposit to facilitate reimbursements. Complete the ACH Form and return it to Accounts Payable to take advantage of this new option.
